In the mystery of a polychrome temple, whose walls are closely covered with sculptured bas-reliefs of gods in the shape of men or animals, is a relic, the sacred tooth of Buddha; and all about the precious object, which is enclosed in a series of shrines within impenetrable walls, there is no sign of respect, but all the noise and bustle of a fair, a perfect turmoil of hurrying, chattering folk, whose only anxiety is to keep unbelievers away from the sacred spot. This was promptly refused, and orders were sent to Mr. Harris to quit the capital of Spain. He set out in January, 1771, but was speedily recalled; the expedition of Buccarelli was disavowed; the settlement of Port Egmont was conceded, whilst the main question as to the right of either party to the Falklands at large was left to future discussion. So little value, however, did Britain attach to the Falkland Isles, that it abandoned them voluntarily two years afterwards. For many years they were forsaken by both nations; but in 1826 the Republic of Buenos Ayres adopted them as a penal colony, and in 1833 the British finally took possession of them. Apprehensions of this kind were not lessened by the memorable speech of Mr. Canning, delivered on the 15th of February, in which he gave a narrative of his labours and sacrifices in the Catholic cause, and complained of the exactions and ingratitude of its leaders. Having shown how he stood by the cause in the worst of times, he proceeded:"Sir, I have always refused to act in obedience to the dictates of the Catholic leaders; I would never put myself into their hands, and I never will.... Much as I have wished to serve the Catholic cause, I have seen that the service of the Catholic leaders is no easy service. They are hard taskmasters, and the advocate who would satisfy them must deliver himself up to them bound hand and foot.... But to be taunted with a want of feeling for the Catholics, to be accused of compromising their interests, conscious as I amas I cannot but beof being entitled to their gratitude for a long course of active services, and for the sacrifice to their cause of interests of my ownthis is a sort of treatment which would rouse even tameness itself to assert its honour and vindicate its claims." The chief governor of Ireland, at that time, was no timid civilian. He was a brave and distinguished soldiera man of chivalrous honour himself, and therefore not prone to entertain doubts injurious to the honour of the profession of which he was an ornament. But Lord Anglesey was also capable of estimating the force of popular contagious influences on military discipline and fidelity in an extraordinary national crisis; and he was so alarmed at the state of things developed by the Clare election, that he wrote confidentially to Mr. Peel, cautioning him against supposing that Mr. Vesey Fitzgerald, from vexation and disappointment, should exaggerate the danger of the crisis, and telling him that he would send Major Warburton on a secret mission, known only to his private secretary, to explain to the Government in London the state of affairs. Major Warburton, a very intelligent and trustworthy officer, was at the head of the constabulary, and commanded the force at Clare during the election. He testified, as the result of his observation there, that, even in the constabulary and the army, the sympathies of a common cause, political and religious, could not be altogether repressed, and that implicit reliance could not long be placed on the effect of discipline and the duty of obedience. On the 20th of July Lord Anglesey wrote as follows:"We hear occasionally of the Catholic soldiers being ill-disposed, and entirely under the influence of the priests. One regiment of infantry is said to be divided into Orange and Catholic factions. It is certain that, on the 12th of July, the guard at the Castle had Orange lilies about them." On the 26th of July the Viceroy wrote another letter, from which the following is an extract:"The priests are using very inflammatory language, and are certainly working upon the Catholics of the army. I think it important that the dep?ts of Irish recruits should be gradually removed, under the appearance of being required to join their regiments, and that whatever regiments are sent here should be those of Scotland,[279] or, at all events, of men not recruited from the south of Ireland. I desired Sir John Byng to convey this opinion to Lord Hill." But what had happened once before when philosophy was taken up by men of the world, repeated itself on this occasion. Attention was diverted from speculative to ethical problems, or at least to issues lying on the borderland between speculation and practice, such as those relating to the criterion of truth and the nature of the highest good. On neither of these topics had Epicureanism a consistent answer to give, especially when subjected to the cross-examination of rival schools eager to secure Roman favour for their own doctrines. Stated under any form, the Epicurean morality could not long satisfy the conquerors of the world. To some of them it would seem a shameful dereliction of duty, to others an irksome restraint on self-indulgence, while all would be alienated by its declared contempt for the general interests of culture and ambition.
